ITANAGAR, Jul 4: In a bizarre incident today, West Siang deputy commissioner Amjad Tak was beaten up in his own chamber during a bail hearing. As per report four people who were arrested this morning were presented before DC for bail. During the hearing heated arguments broke out between DC and bail petitioners. As a result of it the four arrestees along with the bailer physically assaulted the DC leading to serious injuries. Till filing of this report, DC Tak is reported to be admitted in hospital for treatment.
The four people arrested this morning include Jomkar Loyi, Minto Ete, Nyali Bagra and Gebin Loya. They were all arrested by police in regards to July 1 Aalo bandh. The district administration has declared 144 CrPC following this incident. While talking over phone, West Siang Superintendent of Police informed that all five attackers have been immediately arrested and booked under various provisions of law. He added that during the time of the incident four arrestees along with one bailer and advocates were present at the chamber.

ITANAGAR, Jul 4: In recent times the twin districts of Tirap and Changlang has hogged the limelight for all the wrong reasons. Beside the insurgency problem, the recent decision of the Naga People’s Front to set up their base in these two districts has created a lot of controversy. The rest of Arunachal is wondering how the people of Tirap and Changlang could let a Nagaland based political party and underground groups (UG) have so much of clout in these two districts. Many NGOs and students bodies of the state have questioned this move and opposed the NPF and question the silence of the citizens of these districts.
This journalist recently visited Tirap district to try to understand how insurgency has killed the very soul of Tirap residents. The poverty, insurgency and lack of development have made Tirap one of the most backward districts of Arunachal Pradesh. Still there are many villages which do not have road, health care facilities and electricity connection. It is this poverty and underdevelopment which lures many youths to join both faction of NSCN in search for better life. Also detail study shows that more number of youth from the eastern corner of Tirap district bordering Burma and Nagaland join insurgency groups in large scale. The reasons being cited is that this part of the district is more backward than other areas which shares boundary with Assam and therefore more developed because of better road connectivity.
Locals poured their heart out to this journalist but wanted their identity to be hidden for security reasons. “For a youth living under utter poverty in interior village life becomes directionless. Taking advantage of such situation insurgent groups lure the youth away with promises of a dignified life in the form of military uniform, money and power to dictate terms,” said a local villager of Khonsa
He further said, “Our youths do not have much idea about greater Nagalim and the Naga issues in general. For them joining a UG group is more about getting chance to live respectable life. This is all happening because the govt of AP and our local MLAs have left us to our destiny. They want us to fight against poverty, underdevelopment and the UG group on our own. For Arunachal govt we are a burden and it seems they want to get rid of Tirap and Changlang people. As part of a strategy to win over villagers, NSCN have built schools and churches in the interior areas. “

Guwahati/ITANAGAR, Jul 4 : Terming the 12th Five Year Plan as ‘critical’ for the development process in the state, Arunachal Chief Minister Jarbom Gamlin said that many of the infrastructure and other development projects that are underway now would see their fruition during the next Plan period and it was vital that the support of the Planning Commission towards the State should continue. He was speaking at the Regional Consultation on the Approach paper for 12th Five Year Plan, which was convened by the Planning Commission in Guwahati and chaired by its Dy. Chairman Dr. Montek Singh Ahluwalia. Chief Ministers of all northeastern states attended the consultation.

ANSU says no to mobile phone in schools
ITANAGAR, Jul 4: All Nyishi Students’ Union (ANSU) appealed to all students of Nyishi dominated areas, specially students from various schools of the capital complex both Government and private/public schools not to use mobile phone during class hours and in school campus in order to maintain discipline in school surroundings.
ANSU requested the school authority to strictly enact rules and regulations to stop students from using mobile phone within the campus and appropriate action should be taken against those students who are found to using mobile phone. It asked students’ welfare committee (SWC) of various schools to cooperate school authority in maintaining proper discipline in school campus.
ANSU also decided to pay surprise visit to all the schools to check use of mobile phones by students.
While requesting students to create an atmosphere that is conducive for study in school campus, ANSU asked them to follow the suggestions and instruction of their subject teachers.
The students union advised the students to be disciplined, sincere and hardworking to achieve the desired goal in life.
ANSU also suggested the students to desist from consuming all tobacco products.
Meanwhile, the students’ union urged the state government and Education Minister to provide sufficient textbook and teachers in all schools as per the requirement in the beginning of the academic session to avoid any problems in their academic studies.

The government has also made B.Ed and DIET education compulsory for teacher’s job which is appreciated. And, in the back drop of government mandatory order, many graduate students and working teachers of government and private schools are undergoing B.Ed and distance education courses in various institutions within the state capital, who claimed to be affiliated with universities of other state.
Further, there is no parity in the tenure of course and system of education. Some of these institution issues B.Ed course certificate in one year while others in two years. Moreover, some of these institutions are not conducting regular classes, thereby indirectly hampering the state education system.
It is worth mentioning that, many Arunachal students, who have done their B.Ed course from such unrecognized institution from Assam and other state were rejected by the state education department here during department’s teacher interview, as their certificate were declared invalid by the education department.
The state education department is liable to check such institutions of the state and needs to serve notices to unrecognized institution to close down and stop admission of students till they secure recognition from the concerned authority duly recognized by the state education department.
Further, there are many school teachers, whose aggregate percentage is even below 40%, in class XII and Graduation. However, they are serving the education department after qualifying in the teacher recruitments examination.
But unfortunately, they can’t go through DIET or B.Ed course as the requisite aggregate percentage is above 45% for admission in these courses.

If state education department is really striving to provide quality education in the state, such unrecognized institutions of the state should be declared unauthorized or black listed before our students get admitted and lured by the degree that comes easy.
It is also the task of the student unions to check credibility and functioning of such institutions and pressurize the government on the issue for their own benefits.
The student, before taking any decision on admission, should also check the credibility of the institute by looking at its affiliation, whether it is University Grants Commission (UGC) and National Council of Teacher Education (NCTE) recognized or not.
Hope the concerned minister, who emphasizes the importance of education as a transformational tool to mould and determine the destiny of state would take up punitive action to ensure quality education.

NE Craft Museum
ITANAGAR, Jul 4: “While preserving traditional motifs on handicrafts, we should modernize the designs to woo urban consumers across the country by proper finishing and branding, Bijoy Krishna Handique, Minister of DoNER, said while inaugurating the North East Craft Museum at Guwahati today.
“We should also involve National Institute of Design (NID) on a more long term and sustainable basis for increasing the income of artisans”, Handique said.
This is the only Handicrafts Museum in the North East which has artifacts from all the North Eastern States including Sikkim.
Under the initiative of North East Handloom & Handicrafts Development Corporation (NEHHDC), the Museum has been financed by the Office of the Development Commissioner (Handicrafts) and set up in a 10000 Sq.ft. shed. Work on the Museum started in 2009 with the disposal of the old and heavy machinery and major repair works took up almost the entire year. Thereafter the works on the interiors were taken up and it took final shape in 2011. The Museum has a unique collection of basketries some of which are decades old.

Improve BSNL service
Dear Editor,
The BSNL service under Longding additional district headquarters is going from bad to worse. There is no network for months together and the entire region remains cut of from the rest of the world.
Besides inconvenience caused to general public, the network failure has severely
hampered the smooth functioning of the public offices. When the BSNL has totally
failed in its duty, we are thankful to the postal department, as all official correspondence
are done through this department though in sluggish pace. The public on several occasions
met the BSNL GM and requested him to improve the network service but to no avail.
The technicians of Longding BSNL office has no clue of the technical snag and unable
to disclose the actual reason of regular network failure. Their most irresponsible
but obvious reply would be “we are also suffering’. On the other hand the local administration,
which is also suffering from irregular BSNL service, they make the network failure
a lame excuse to remain out of station. Longding shares porous border with Myanmar

On many occasions crucial information are delayed because of poor telecommunication in the area. The people inhabiting this area are peace loving and law abiding. They do not belief in forceful assertion of their rights. However, their silence should not be misconstrued as their weakness. So before the thing turn bitter, the concerned authority must act in the interest of all concern.
I once again request the Regional Manager, (NE) BSNL and his subordinate officers of the region to work in this direction to improve the BSNL network in Longding and its adjoining area at the earliest.

Choose other means to seek justice
Dear Editor,
It has been observed that one organization or other calls bandh around the state for a cause which is meant for us but in fact it hampers our daily activities.
Apart from problems being faced by the general public, daily wage earners, patients during medical emergencies and students who are appearing examination are facing difficult time during such bandh.
Keeping these things in mind it would be more appropriate for the bandh callers to choose other means to get justice. There are lots of possible ways to seek justice such as peaceful demonstration, direct talk with concerned authorities, through legal procedure and hunger strike. These methods might be difficult to accomplish yet more effective and efficient way to get justice. Moreover, such democratic process will not hamper the daily activities of general public. Hope, the bandh callers will think seriously before calling a bandh.

No more bandhs please
Dear Editor,
A severe loss to our state government and poor people, but there is still no understanding by ANSU and NES whereas I also being an Arunachalee would support for a peaceful Dharna instead of Bandh Call.
ANSU and NES are for betterment of People not for harassment of all other people. What we get by frequent bandh calls?
Where are the Nyishi intellectuals, the parents? Why they are not showing the way for betterment of people.
People in other state also read our local newspaper and they ask is it true that Arunachal has become a land of bandh call and union because every union is giving the ultimatum of bandh call. What does our state get by these calls? Therefore I request our ANSU and NES not to continue with the 3rd phase. you can go ahead with a peaceful dharna.
